Metropolitan, Municipal and District
Assemblies have been admonished to stop the over-reliance on the common fund
and other central Government releases before they can undertake developmental
projects.
The Minister for Power, Hon. Dr.
Kwabena Donkor gave the admonition at the inauguration of the 7th
Assembly of the Wassa East District Assembly at Daboase in the Western Region.
He said assemblies have the potential to
generate revenue for development purposes but this is not fully exploited,
adding that one area they need serious attention is property rate collection
and with the appropriate data, this could serve as the basis for improved
collection of rates.
Hon. Kwabena Donkor said designers of
the local government system have built delicate checks and balances into the
system, stressing that the principal actors, thus the District Chief Executive,
Presiding Member, Member of Parliament, District Coordinating Directors,
Assembly Members, Unit Committee Members and Traditional Authorities must
respect the prescribed boundaries of their responsibilities and rights and
recognize that nobody is superior to the other and work hard together as a
people with a common objective to develop the district.
He acknowledged Government’s role in
providing logistics, staffing and office accommodation, however, assemblies
must generate the needed revenue not only for recurrent expenditure but also
for funding developmental projects.
The Energy Minister bemoaned the
unplanned and haphazard development currently going on in most assemblies,
adding that it is so nauseating to see shims being development in mashy areas
and houses being built in water ways. He however cautioned staff of Town and
Country Planning Department to abide by the rules and regulations of their
profession concerning the allocation of plots and ensure that the plots are
developed according to their designated land use, in order to avoid the danger
of the flooding and the accompanying loss of lives and property.
On the issue of sanitation the Minister
said if assemblies could apply the same enthusiasm with which the assembly use
in building schools, clinics, market and water supplies, electricity projects feeder
roads among others to check environmental degradation and ensuring
environmental sanitation then the future of the children of Ghana will be
assured. In an address the District
Chief Executive (DCE) for Wassa East Hon. Anthony Emmanuel Aggrey congratulated
the assembly members for wining the mandate of the electorates but was quick to
add that they should see their election as a call to serve their people rather
than to lord themselves over them.
He said it is the responsibility of
assembly members to keep their electorates abreast with government programmes
and also to ensure that they do not exist only as assembly members but function
effectively by helping to mobilize both human and material resources ensure
effective development of the district.
The DCE urged the assembly members to
open up for consultations with the electorates at all levels, saying that the
hallmark of a good leader is his/ her abilities to open up and consult widely
before arriving at a decision.
For his part the acting chief for Wassa Fiase
traditional area Nana Kwadu Kyerefour III, advised the assembly members to
humble themselves for their electorates as well as staff and management of the
assembly.
He cautioned them not to interfere in
chieftaincy issues since that is not the reasons why they were elected.
Meanwhile the assembly could not elect a
presiding member for the assembly since non of the contestant could not obtain
2/3 of the required votes to be elected as presiding member.
Mr. Stephen Mensah Kwofie former
Presiding member of the assembly obtained 17 out of 31 valid votes cast, whiles
Mr. Stephen Kuma Angu obtained 7 votes with 7 spoilt ballot.

WASSA EAST DISTRICT: Wassa East District To Benefit From
Free Community Day Secondary School
Atobiase,
a community in the Wassa East District of the Western Region has been selected
among the 200 communities to benefit from the free community day Secondary
Schools as promised by His Excellency, President John Mahama.
The
school when completed will spare students from more than fifteen communities in
the district from travelling all the way to Daboase, the district capital or Cape
Coast to further their education after basic school.
The
Member of Parliament for Wassa East, Hon Isaac AdjeiMensah who also doubles as
the Deputy Minister for Roads and Highways disclosed this at a durbar of chiefs
and people of Atobiase and its neighboring communities.
He
said the school will be ready by close of year 2016. The MP however appealed to
chiefs and opinion leaders of the area to give their all to support the project
since they will be the direct beneficiary of the school.
Hon
AdjeiMensah seized the opportunity to enumerate some of the on-going projects
within the district. He mentioned the construction of cocoa roads to link
major’ communities of the district capital, thus Daboase to Ateiku road, and Edwinase
to Atobiase roads, construction of many town roads and bridges among others.
For
his part, the District Chief Executives for Wassa East Hon. Anthony Emmanuel
Aggrey acknowledged the efforts and lobbying skills of the member of
parliament, adding that he has used his influence to bring uncountable number
of projects to the district hence the need for the people to recognize his efforts
and reward him with another term in office come 2016.
He
said apart from being selected to be part of the 200 communities to benefit
from free Community Day Secondary schools, the only Government Secondary
School in the district, thus Daboase Senior High Technical School
(DSHTS) has also been selected among 75 schools to receive upgrading of their
facilities and infrastructure.
The
DCE appealed to the chiefs of the area to support the project by volunteering
land for the construction, saying that there is a strong need for the human
resource of Wassa land to be developed so that they can take their destiny into
their own hands.
Speaking
at the durbar, the chairman for the occasion NanaOpiaMensah who is the Omanhene
of Atobiase expressed appreciation for choosing the site for the school.
He
admonished his colleague chiefs not to see the project as something for
Atobiase alone but something for all neighboring communities to benefit from.
He
added that once the roads linking the various communities are completed it will
be easy for students to commute from their communities to the school within
some few minutes.
Nana
Mensah further called on all citizens of Atobiase and neighboring communities
to do all they can do to support the project.
PUPILS AND
PARENTS 2015
The Parents Teacher Association (P.T.A)
of St. Martin’s Anglican Basic School has for the first time since the school
was established in 1943 awarded Teachers, Pupils and Parents.
The awards scheme which will be a yearly
activity is intended to motivate awardees for their sterling performance and
contribution towards development of the school.
Speaking at the maiden award ceremony at
Daboase in the Wassa East District of the Western Region,
Mr. Ebenezer Aglah Tamakloe PTA Chairman
the P.T.A Chairman of
the school, Mr. Ebenezer Aglah Tamakloe who is a former student of the school
disclosed that the awards scheme is the first of its kind to be organized in
the district.
According to him awardees especially
teachers and pupils were carefully selected by the circuit supervisor of the
school to ensure that the awards were given to beneficiaries based on merit. The P.T.A Chairman said the awards categories
include best performing pupil, punctuality to school, neatly and well dressed
pupil and well behaved pupil.
Mr. Aglah Tamakloe said the school is
one of the oldest school in the district with the highest students population
hence the need to chart a positive course for others to follow.
For her part, the Headmistress of St.
Martin’s Anglican Primary School Madam Elizabeth Yeboah commended the P.T.A for
establishing the awards scheme to motivate not only teachers but pupils and
parents as well, saying that this will motivate teachers, pupils and parents to
collaborate and also put up the maximum best to ensure that academic
performance improves.
She admonished awardees not to be
swollen headed and rest on their horses but should see it as a challenge to do
more.
In all about 85 persons received the
awards. They received items such as branded school exercise books, Mathematical
sets and certificates. The rest are 14.5kg Gas Cylinder, three burner cooker,
blenders and rice cooker.
Speaking in an interview with the Information
Services Department, a primary four teacher and awardee, Ms. Matilda Amoah
expressed joy for being recognized for her efforts, adding that this is going
to encourage her to put up her maximum best. She expressed appreciation to the
P.T.A and said this will push a lot of teachers to kill themselves so they can
win an award next year.
A cross-section of parents interviewed
praised the current executives of the P.T.A and said all other executives that
will take over from the current executives must inherit the policy.
Some said it is surprising that parents
will receive an award for attending P.T.A meetings and also for paying regular
visit to the school.
